Nepal fuel crisis hits normal life across country. 25'April'2011

EVEN as the fuel shortage is beginning to take a toll on normal life across the country, the government and Nepal Oil Corporation (NOC) have failed to agree on a plan to address the root cause of the recurring problem. The Ministry of Finance (MoF) on Monday refused to release additional money to NOC to finance its import of petroleum products. NOC has been asking the government to either allow it to revise the price in line with the international market or provide a temporary subsidy until the international market price sees a recovery. The NOC has even asked the government to waive taxes imposed on petroleum products for a limited period. But, MoF has ruled out further subsidies or tax waivers. 
                                                                           
The government is unwilling to allow readjustment of fuel prices to reflect the international market price fearing a political backlash. “Prime Minister Jhala Nath Khanal is not in favor of a hike until the constitution drafting deadline ends,” Prakash Jwala, Chief Political Advisor to the PM said. “To address the ongoing fuel crisis, we will discuss and find a way out.” No discussion has been scheduled yet to address the issue. Though the situation demands quick decisive action on the part of the government, it appears to be dithering and aggravating a manageable crisis. Meanwhile, the fuel shortage has adversely affected normal life in Tarai districts. With the NOC’s regional dealers curtailing supply by half, the crisis has crippled different Tarai districts.

Indian concern in Nepal ‘natural’

A day before the visit of Indian External Affairs Minister SM Krishna, senior leaders of major political parties have described Indian concern in Nepal as ‘natural’ and ‘obvious’ but have also asked the government to come up with a clear view on national interests. This reaction comes just ahead of Krishna’s visit. Speaking at a programmer in Reporters’ Club on Tuesday, leaders claimed that Krishna’s visit to Nepal will have a positive impact on the status quo in statute drafting and peace process. Stating that political instability in Nepal will affect India, the leaders termed India’s interest in Nepal’s political affairs as ‘natural’ considering its concerns over security issues. Moreover, the leaders claimed that as a ‘stakeholder’ in signing the’ tripartite 12 point agreement’ in Delhi, the Indian interest in Nepal’s ongoing peace process and statute drafting was “obvious”. Co-Chairman of Madheshi Janadhikar Forum-Nepal (MJF-N) Jaya Prakash Gupta said as stakeholder in the 12-point agreement, which is the cornerstone of the peace process, the Indian interest in Nepal’s politics should not be labelled interference. “Political instability in Nepal directly affects India’s internal security, so, it’s obvious for India has an interest in Nepal” said Gupta. UCPN (Maoist) spokesperson Dina Nath Sharma, while terming Indian interest in Nepalese politics ‘obvious’, said that his party accepted India’s goodwill treatment of Nepal. “We have good relationship with India. We want to strengthen relations. During Krishna’s visit, we will try to minimize misunderstandings,” said Sharma. Nepali Congress leader and former Foreign minister Sujata Koirala expressed similar concerns and stressed on forming policies that could use Indian interests to address Nepal’s needs at the occasion. “Maintaining friendly relationship with India is in the interest of Nepal. Our country won’t benefit if it fails to do so” said Koirala. While appraising India’s contribution to bringing the Maoists to the peace process, Sujata asserted that India’s interest in Nepal’s politics was “natural and positive”. UML leader and former Home minister Bhim Rawal used the occasion to state both nations should maintain cordial relationship in light of mutual relationship between citizens of both countries and due to geographical locations of both countries. Rawal outlined that extradition treaty, cross border terrorism, fake currency racket, and aviation security are issues of mutual interest between both countries and opined that both nations should agree while securing each others interests.

Army truck brings tension to Lalitpur
Tension ran high in Lalitpur on Tuesday after a student was run over by a truck belonging to the Nepal Army (NA) at Gwarko. The deceased has been identified as 22- year-old Ghanshyam Rai, student of Patan Multiple Campus. He originally hails from Sunsari but was residing at Imadol. Rai was riding a motorcycle
(Ba 25 Pa 8359) towards Satdobato when the NA truck hit him in front of Guna Cinema Hall. According to police, Rai was critically injured and was announced dead after being taken to Gwarko based B&B Hospital. His body is kept in the hospital. Following the accident, fellow students and family members of the victim
staged a demonstration in the area, demanding action against the guilty and compensation to his family. Transportation in the area halted for an hour due to the demo. Police said that the NA truck driver is on the lam run and deceased Rai’s motorcycle has been kept at the Metropolitan Police Sector-Satdobato.

Chennai Super Kings geared up for its title defence with an optional practice session at the M.A. Chidambaram stadium here on Wednesday. Skipper M.S. Dhoni, Suresh Raina and Ravichandran Ashwin of the World Cup winning squad were absent while the rest were put through their paces by coach Stephen Fleming. The main nets saw new recruits Tim Southee and Nuwan Kulasekara share their first session with the team. The duo, along with Albie Morkel, Joginder Sharma and Sudeep Tyagi had a slightly extended session, bowling first at a set of stumps and later at Anirudha Srikkanth and Faf du Plessis. Scott Styris also had a hit later on. Wriddhiman Saha donned the gloves. At the outer nets, Shadab Jakati engaged M. Vijay while S. Badrinath also spent some time on the adjacent track. CSK will take on Kolkata Knight Riders, led by Gautam Gambhir, in the tournament opener, here on Friday.

Margin lenders, borrowers worried over falling stocks- April,6,2011

INVESTORS who have invested in shares through margin lending are facing hard times with the domestic capital market wallowing in a prolonged bearish run. Investors are struggling to pay the interest on their loans and bankers fear there might be more defaults. Under margin lending, investors borrow money from banks to invest in the stock market putting up shares as collateral. As per the existing policy, BFIs are allowed to issue loans amounting up to 50 percent of the average market price of the shares in the last 180 days. The lending BFIs have to issue a margin call to borrowers when the price of shares pledged as collateral declines asking them to pay the difference to keep the loan amount at up to 50 percent of the market price. Borrowers have to pay interest on a quarterly basis. Currently, the Nepal Stock Exchange (NEPSE) index is hovering around 350 points compared to 420 points six months ago. “If the secondary market continues to decline, there might be a problem,” said Ashoke Rana, president of the Nepal Bankers Association. “So far, margin lending had not been problematic.” However, there are signs of trouble with one bank publishing an auction notice after it failed to receive the accrued income from margin lending. “Pressure had mounted on investors with the continued downward spiral in the capital market,” said Nanda Kishore Mundada, president of the Nepal Stockbrokers Association. As of now, commercial banks have invested Rs 9 billion in margin lending. The margin loans issued by development banks, finance companies and cooperatives are believed to be greater than those of commercial banks. Most investors usually borrow from BFIs by putting up shares as collateral to make further investments in the primary and secondary markets. “Currently, it is quite hard to pay back loans,” said Sunanda Shrestha, general secretary of the Investors Forum. Nepal Rastra Bank (NRB) has recently relaxed some provisions on margin lending through the mid-term review of the monetary policy. The central bank had allowed BFIs to lend up to 60 percent of the market value of the shares while renewing loans, eliminating the provision of paying back 25 percent of the loan. However, it hasn’t made investors keen on margin lending. According to NMB Bank’s CEO Upendra Poudel, investors looking for margin lending are relatively few in number. Investors’ reluctance to go for margin lending is due to low returns from the capital market. “Few investors are keen on taking margin loans with the higher interest rates being charged by BFIs,” said a stockbroker. At the same time, some stockbrokers said that BFIs were also reluctant to issue margin loans to investors. “BFIs are hardly giving loans as demanded by investors,” said Birendra Raj Kharel, chief of Pragyan Securities. With the market outlook looking pessimistic, investors wishing to pull out of the market are seeking the help of stockbrokers. The brokers have been selling shares put up as collateral with the consent of the investors and the BFIs. “With the market being dominated by sellers, investors are finding it hard to pay back their loans,” said Kharel. “Hence, we’ve been helping small investors who want out.”

CRICKET Ireland chief Warren Deutrom has vowed to fight the country’s exclusion from the 2015 World Cup and is not ruling out legal action. Deutrom told BBC Sport that Irish cricket had been left “stunned” by the decision to restrict the tournament to the 10 full-member nations. “Every avenue is going to be looked into,” said Deutrom. “This decision could have serious implications both for our playing and financial strength.” Ireland’s spirited displays at the recent World Cup - which saw them complete a historic win over England as well as running the West Indies and Bangladesh close - have been rewarded by a return to the World Cup wilderness until at least 2019. The 2015 tournament has been cut from 14 teams to the 10 full-member countries by the International Cricket Council, while a qualifying period will be instituted for the 2019 tournament. 

Dhoni didn’t inspect Wankhede pitch before final
Mahendra Singh Dhoni did not inspect the Wankhede stadium pitch even for once prior to the World Cup final against Sri Lanka in Mumbai. Captains, players and team management usually inspect pitches a day or two before matches but Dhoni and his team-mates did not bother to do so according to Wankhede Stadium curator Sudhir Naik. “Not only Dhoni, no member of the Indian team ever bothered to look or inspect the pitch,” said Naik. “Indeed, I told my ground staff that such a show of self-belief is the mark of a winning team,” he said. Dejected Sangakkara gives up ODI captaincy SRI Lanka’s cricket captain Kumar Sangakkara said on Tuesday he was resigning from the job three days after his team lost to India in the World Cup final. Sangakkara said he told the national selectors that he would quit as one-day and Twenty20 captain with immediate effect, but offered to continue as Test captain on an interim basis if required. “After careful consideration I have concluded that it is in the best longterm interests of the team that I step down now as national captain so that a new leader can be properly groomed for the 2015 World Cup,” Sangakkara, 33, wrote to Sri Lanka Cricket. “This was a decision I made prior to the World Cup. I will be 37 by the next World Cup and I cannot therefore be sure of my place in the team. It is better that Sri Lanka is led now by a player who will be at the peak of their career during that tournament.”

Japan earthquake: Radioactive leak into ocean 'stopped'

A leak of highly radioactive water into the Pacific Ocean from Japan's crippled Fukushima Daiichi nuclear plant has been stopped, its operator reports.

Tribal gunmen on the Philippine island of Mindanao have freed 12 hostages, most of them teachers, five days after seizing them, police say.
The 12 were seized in Prosperidad, Agusan del Sur Province, by Manobo tribesmen demanding the release of a jailed tribal leader.
They were freed after the leader was temporarily released, reports say.
Talks had been hampered by the gunmen's poor education and inability to grasp the law, officials said earlier.
A total of 15 teachers and pupils were seized in Prosperidad but a child and two adults were released soon afterwards - the adults on condition they returned with food, water and medicine for the other hostages.
The gunmen were demanding the release of tribal leader Jobert "Ondo" Perez.

He is awaiting trial for murder and kidnapping over an incident in 2009, when 79 people were taken hostage in the same area during a clan feud.
A spokesman for the police negotiators, Senior Superintendent Nestor Fajura, said earlier that none of the gunmen had completed even primary education, meaning they had left school before the age of 10.
He said that police were trying to find a mediator who could explain to them "in terms that they can easily grasp and understand the ramifications" of their demands.
Mindanao, resource-rich but impoverished, makes up roughly the southern third of the Philippines.
Communist and Muslim insurgencies have claimed thousands of lives on the island over recent decades.

India focus now shifts to chewing tobacco


New Delhi: It comes in small pouches, is easy to slip into the pocket, is cheap — and is also a killer. Chewing tobacco, or gutkha, can cause oral cancer, and India has the largest recorded incidence of the disease. The government is now planning to crack down on its use. The health ministry is planning measures to curb the use of the most widespread form of tobacco in India and will soon call a meeting of state ministers to discuss the issue, an official said yesterday. The health ministry's Additional Secretary Keshav Desiraju said policies will be formulated to inform people about the harmful effects of tobacco. "Most of our work so far has focused on smoking. The users of smokeless tobacco are usually from the weakest sections of society, and a different approach is needed to reach them," he said. "Smokeless tobacco is being increasingly used in university campuses and urban areas," he said. India has the world's highest incidence of mouth cancer in the world, according to a study by the British Journal of Cancer. "The risk of oral cancer is up to 50 times greater for the person who chews tobacco. It also increases the risk of throat and pharynx cancer," the European Commission has said. According to Global Adult Tobacco Survey, 206 million people chew tobacco in India and of these 42.3 per cent are also cigarette users. According to Public Health Foundation of India president K. Srinath Reddy, the use of smokeless tobacco is increasing among youth and women."There is a social stigma related to use of cigarettes by women and youth, so they find it convenient to use smokeless tobacco. It also comes in small pouches, which can be easily hidden. As it is cheap, it is popular among the poor," Reddy said. Studies have shown that 12.5 per cent of all teenagers use tobacco in some form or another. It has been found responsible for 50 per cent of all cancers in men and 25 per cent of all cancers in women, besides being responsible for 90 per cent of all oral cancers.

Cricket World Cup 2011 Final, India vs Sri Lanka Preview

Will it be India fulfilling its destiny or Sri Lanka spoiling the party? That is the question being posed heading into Saturday's 2011 Cricket World Cup final.
A tournament that has had plenty of highlights and breathed new life into the fifty-over format of the game reaches its climax following the semi-finals that saw Sri Lanka first overcome plucky New Zealand, and then India defeat their great sporting rivals Pakistan, not without a scare or two along the way
The final sees the first all-Asian final as two of three co-hosts (Bangladesh being the other) meeting in the final, and on paper, and for the most part performances over the tournament, the two strongest sides contesting it. Both sides bat deep, armed with explosive hitters throughout the order, whilst the bowling attacks are varied, possessing quality with both pace and spin.
Throughout the tournament India have made explosive starts. The partnership of Sachin Tendulkar, and particularly Virender Sehwag at the top of the order have ensured fast starts, but often these have not resulted in the type of totals they should have done and they have paid the price along the way (a defeat and a tie against South Africa and England in the group stages) whilst their total of 261 against Pakistan was considered short of what they should have posted.
Sri Lanka have at times slipped under the radar, but they too have talent in abundance and batsman who are not afraid to take risks. Opener Tillakaratne Dilshan is the tournaments leading batsman with 464 runs and the tempo he sets early often shapes the Sri Lankan innings, evidenced by the way he destroyed England in the quarter-finals.
Spin has dominated in the tournament so far, an area both sides are strong in but two pace bowlers, India's Zaheer Khan and Sri Lanka's Lasith Malinga will be key. Both are used at the start of the innings, but also utilised during the power plays. Khan has taken 19 wickets in the tournament but his economy rate of just 4.68 is as important, whilst Malinga has taken 11 wickets with his unorthodox approach and has accounted for many top batsman.
Team wise, the useful all-rounder Angelo Matthews misses out for Sri Lanka with a thigh injury and his loss will disrupt the balance of their side, whilst India will likely have to replace bowler Ashish Nehra who has a damaged finger, prompting a re-think of their bowling strategy, and they may decide to call up an additional spinner after opting for Nehra in their semi-final game. Interestingly, both captains are wicket-keepers and whilst Kumar Sangakkara is a relaxed figure out in the middle, it is the equally cool MS Dhoni who will have the pressure and weight of an expectant nation squarely on his shoulders.
The pressure of course will be on India, with expectations high since it was announced the tournament would be staged on the sub-continent. The fact that the final is in Mumbai lends even greater weight to it and the country will be brought to a standstill tomorrow with an estimated audience of over one billion expected to see the game.
The game will also feature two of the modern greats going head to head in what will be their final appearances in a World Cup. It will be Muttiah Muralitharan's final game for Sri Lanka. Perhaps not the bowler he once was, he is still a fearsome prospect and his overs in partnership with Ajantha Mendis could well set the tone for the Indian innings. Despite controversies surrounding his bowling action over the years, Muralitharan remains one of the most respected and well liked players of his generation, and with well over 1,000 victims to his name possesses records that may never be broken and he needs just three to overhaul Glenn McGrath for the all-time World Cup record.
All eyes though will be on Sachin Tendulkar though; the hometown boy who stands just one short of a century of hundred's for India in all comptetitions. Whilst there were hopes he would achieve this against Pakistan (eventually being dismissed on 85), what better way for him to grace a final by reaching that landmark figure. For all the dominance Muralitharan enjoys with the ball, Tendulkar is blazing records with the bat that when he retires will have similar status to some of those owned by Wayne Gretzky in the NHL.
Both sides have won the tournament once before: India when they shocked the West Indies back in 1983 (they also lost to Australia in 2003) and Sri Lanka in 1996, announcing themselves onto the world stage in the process.
India and Sri Lanka have match winners in abundance with both bat and ball and the game is virtually impossible to call. In terms of overall head to head record, India hold the advantage (67 wins to 50) and many observers feel that home advantage could be the key in determining the outcome and if true, will be the signal for the mother of all parties.
